The Cutoff frequency is constant independent which Note you currently play, in other words it is under exclusive control of the Cutoff fader.
The Cutoff frequency is controlled by the Cutoff fader, but also by the played Note. When playing higher Notes, the Cutoff frequency will be higher, when playing lower Notes, the Cutoff frequency will be lower.
The Base Note for the frequency calculation is C2, at this Note the Cutuff frequency is the same with and without KBT).
